I tried out this tutorial for making a dress from a tank top. Instead of a tank, I used a tshirt with cap sleeves from Old Navy (clearance, less than $4 if I remember correctly-I started this last year. Please tell me I'm not the only one with partially finished projects this old). I used material from my grandmother's old stash- FREE!
Here is my dress:
I wore it belted and also wore this necklace that I made last year. The fact that I used the same material is coincidental. I made the flowers for the necklace before I really decided to start sewing again. Here are a couple of shots of the dress without the belt:
So go try it out! It takes only a little fabric- you can probably find some at the thrift store, and makes for a fairly easy, low investment project for a beginning sewer.

What a great dress, it looks good on you, especially with the 'Coincidental Necklace'. I checked out the tutorial link and although I do not sew I could almost be tempted to have a go at this. Thanks for sharing, very inspirational. :)
